Dubai Municipality approval for food, salon and health businesses

Dubai Municipality approves businesses that affect public health. Its Food Safety Department assesses the layout of restaurants, cafés and other food premises and issues food permits. Its Health and Safety Department issues a no objection certificate for salons, beauty centres, spas, massage centres, fitness clubs and laundries. Caliph prepares the drawings and applications and follows them to approval.

Overview

Dubai Municipality is the regulator most new shops and outlets meet first after the licensing authority. It is responsible for food safety, public health in personal care premises, consumer products, waste, pest control and building work in the areas under its control. Which of its departments you deal with depends entirely on your activity, and one business can need more than one of them.

For food, the Food Safety Department looks at how the premises are laid out before you build: where food is received, stored, prepared and served, and whether that flow keeps it safe under the Dubai Food Code. Once you operate, the business is managed on FoodWatch, the municipality's food safety platform, with a named Person in Charge, trained food handlers and a list of food items. Inspections give each outlet a grade, and that grade affects which extra permits it can hold.

For salons, barbershops, beauty centres, spas, massage centres, fitness clubs and laundries, the Health and Safety Department issues a no objection certificate against a furniture layout of the unit. The services drawn on that layout have to match the activities on your licence. Caliph reviews the unit and the drawing with you before submission, so problems show up on paper and not after the fit-out.

What the municipality looks at, and how we help

Layout before fit-out

The layout is assessed before construction starts. We get the drawing right first, so you do not pay to rebuild a kitchen or move a wash basin.

Activities that match the licence

Every service shown on the plan must appear on the licence. We line up the two documents before either is filed.

The right department from the start

Food, health and safety, building and consumer products are handled by different teams with different applications. Your consultant sends each part to the correct one.

FoodWatch set up properly

We help you open the business account, link the Person in Charge, request staff training and enter your food items.

Extra permits identified early

Kiosks, food trucks, vending machines, food at events, supply to schools and smoking areas each need their own permit. We tell you which apply before you plan around them.

Follow-up on comments

If the municipality returns the application for correction, we revise the file and resubmit it for you.

What to have ready

  • Your trade licence, or the initial approval if the company is still being set up
  • The address and floor plan of the unit you intend to use
  • A layout drawing showing every service, fixture and piece of equipment, with dimensions and areas
  • The activities you want on the licence, in their official wording
  • For food businesses: details of the Person in Charge, the food handlers and the food items you will prepare or trade
  • For food kiosks, trucks and similar units: the landlord's no objection certificate and the contract for the space
  • For salons and spas: staff health certificates and details of the cosmetic products you will use or sell

The exact list depends on the activity and the building. Your Caliph consultant confirms what applies to you.

How Dubai Municipality approval works

  1. We confirm the activity and the department

Your consultant checks the official activity wording and identifies which municipality departments are involved.

  2. We check the unit against the requirements

Before you commit to a fit-out, we compare the unit with the conditions for your activity, such as room sizes, spacing, hand washing and separate sections.

  3. The layout is drawn and submitted

The drawing goes to the Food Safety Department for a layout assessment, or to the Health and Safety Department for a no objection certificate.

  4. Comments are answered

The municipality approves the request, rejects it or asks for amendments. We make the corrections and resubmit.

  5. You fit out to the approved layout

Works follow the approved drawing. Structural changes and larger decoration works need their own building permits.

  6. Staff and records are registered

Food businesses complete FoodWatch with the Person in Charge, food handlers and food items. Salons and spas arrange staff health certificates.

  7. You open and stay ready for inspection

Municipality inspectors visit operating premises, and food outlets receive an inspection grade. We keep later permits and renewals on your schedule.

Good to know

  • The approved layout is binding. Changing it later, adding a service or moving to a new unit means going back to the municipality.
  • Some services sit outside the municipality's scope. Non-surgical cosmetic treatments in a beauty centre need a permit from the Dubai Health Authority.
  • If one licence covers services for both men and women, the two sections must be fully separate, each with its own entrance from outside.
  • Construction and architectural approvals are a separate matter, obtained from the building licensing authority for your area.

Questions people ask

Which businesses need Dubai Municipality approval?

Food businesses such as restaurants, cafés, caterers and food traders deal with the Food Safety Department. Salons, barbershops, henna and beauty centres, spas, massage centres, fitness clubs, laundries and pressing shops need a no objection certificate from the Health and Safety Department. Pest control, waste and consumer product businesses have their own municipality permits.

Do I need approval before I fit out my restaurant?

Yes, have the layout assessed first. The Food Safety Department reviews the design layout of a food establishment as part of licensing, and for units such as kiosks and food trucks the approved layout is required before construction and operation. Building to a plan that has not been approved risks expensive changes later.

What is FoodWatch?

FoodWatch is Dubai Municipality's online food safety platform. A food business uses it to manage its account and users, link its Person in Charge, request training for food handlers, list its food items and keep food safety records. Food permits depend on the business, and often its suppliers and sites, being registered there.

What does a salon need from Dubai Municipality?

A no objection certificate from the Health and Safety Department, issued against a furniture layout that shows every service, the position of chairs, basins and rooms, and the dimensions. Inspectors later look at hygiene, sterilisation of tools, staff health certificates, the products in use and how waste is handled.

I trade food but do not cook. Do I still need approval?

Yes. A food trading company registers with the municipality's food systems, has the food items it brings in registered and assessed, and applies for release of imported consignments before they are sold in the local market. Your consultant explains the steps for your product range.

Do I need a new approval if I move or add a service?

For salons, spas, fitness clubs and laundries, yes. A new branch, a new location, an added activity or a changed furniture layout each need a new no objection certificate. Food premises should also have a changed layout assessed. Caliph checks this whenever you amend the licence.
