TDRA approval for telecom equipment and dealers in the UAE

The Telecommunications and Digital Government Regulatory Authority (TDRA) is the federal regulator for telecom equipment in the UAE. A company that imports, distributes or sells radio or telecom devices must register with TDRA, and each device model needs type approval before it is offered for sale. Caliph sets up the right licence activity and prepares the TDRA registration.

Overview

Phones, routers, Wi-Fi access points, two-way radios, trackers, drones and almost anything else that sends a radio signal count as telecom equipment in the UAE. TDRA runs a type approval regime for this equipment so that devices sold in the country meet its technical standards and do not interfere with networks. The rules sit under the federal telecommunications law, so they are the same in every emirate.

There are two separate approvals and you need both. The first is on the company. The importer, distributor or local manufacturer registers with TDRA, which requires a valid UAE trade licence carrying a telecom equipment activity. The second is on the product. Each model is registered and approved, with documents that depend on the risk level TDRA gives that type of device. A manufacturer based abroad supplies the market through a registered UAE importer.

Caliph makes sure the trade licence carries the right activity from the start, registers the company in TDRA's system and helps you assemble the technical file for each model. If your devices are also security products, your consultant flags the Dubai approvals that sit on top.

Where Caliph helps on TDRA work

Licence activity chosen for TDRA

TDRA only registers companies whose trade licence shows a telecom equipment activity. We select the activity wording before the licence is issued.

Company registration filed

We complete the dealer registration with your licence details, the authorised contact and the equipment overview.

Technical file checked before submission

Datasheets, declarations and test reports are compared with the device's compliance level, so the application goes in complete.

Customs release planned

We explain which release permit suits your shipments: one per consignment, a standing permit for repeat imports, or a temporary one for an exhibition or trial.

Linked approvals spotted early

Vehicle trackers and some security devices need SIRA approval in Dubai as well. We tell you before you order stock.

What to have ready

  • A valid UAE trade licence with a telecom equipment activity
  • A passport or Emirates ID copy of the authorised contact person
  • The official technical datasheet for each model
  • Photos or a general description of the device
  • A supplier's declaration of conformity for the equipment
  • Radio, electromagnetic compatibility and safety test reports from an accredited laboratory, where the compliance level requires them
  • Device samples, where TDRA asks to test them

TDRA sorts equipment into three compliance levels by risk. The documents and the testing rise with the level. Your Caliph consultant confirms what applies to you.

How TDRA approval works

  1. Put the telecom activity on your licence

Your consultant sets up or amends the trade licence so that it carries a telecom equipment activity.

  2. Register the company with TDRA

The company is registered as a telecom equipment supplier in TDRA's online system, signing in with UAE PASS.

  3. Prepare the file for each model

You collect the datasheet, the declaration and the test reports that match the device's compliance level.

  4. Apply for equipment registration

The application is submitted online. TDRA reviews it and, for higher-risk devices, tests samples.

  5. Receive the certificate

TDRA issues the telecom equipment registration certificate for the model.

  6. Label and import

The TDRA conformity mark goes on the packaging, and commercial shipments are cleared with a TDRA release permit.

Good to know

  • Some equipment cannot be approved at all. TDRA lists mobile signal jammers and boosters among the prohibited items.
  • A change to an approved model, such as a new model number, a new brand name or anything that affects conformity, has to be reported to TDRA and can require a new approval.
  • Type approval covers the equipment. Using some wireless equipment can also need a separate spectrum authorisation.
  • Equipment brought in for personal use, or temporarily for an exhibition or a trial, is treated differently and cannot be sold in the UAE.

Questions people ask

What is TDRA type approval?

Type approval is TDRA's process for checking and registering radio and telecom equipment before it is used, sold or distributed in the UAE. It confirms that a device model meets the UAE technical standards and will not cause interference or damage to networks. Approved models appear in TDRA's public list of approved equipment.

Who has to register with TDRA?

Manufacturers, importers and distributors of radio and telecom equipment. A local company needs a valid UAE trade licence with an activity specific to telecom equipment. Registering the company is separate from type approval of the products, and you need both to trade.

Can a foreign manufacturer get its device approved in the UAE?

A manufacturer based outside the UAE supplies the UAE market through an importer that is established in the UAE and registered with TDRA. A brand can appoint a local distributor for this or set up its own UAE company. Caliph can form that company and register it.

Which devices need TDRA approval?

Radio and telecommunications terminal equipment, which in practice means devices that transmit or connect to networks. Examples named by TDRA include mobile phones, Wi-Fi and Bluetooth devices, cordless phones, two-way radios and drones. Your consultant checks your product list against TDRA's categories.

Do I need TDRA approval to clear telecom equipment through customs?

For commercial imports, yes. The equipment has to be approved, and the registered importer obtains a TDRA release permit for the shipment. A registered importer can also request a standing permit that covers repeat shipments of the same approved model.

Is TDRA type approval the same as a telecom licence?

No. Type approval and dealer registration cover equipment and the companies that trade in it. Operating a public telecommunications network or service is a separate matter that TDRA regulates under the federal telecommunications law. Tell your consultant which of the two your business involves.
