Government approvals
RTA approval for transport, rental and delivery businesses in Dubai
The Roads and Transport Authority (RTA) regulates commercial transport activities in Dubai. A company that rents vehicles, carries passengers or goods, delivers parcels, runs a driving institute or offers vehicle services needs an RTA permit before it operates, and a free zone company needs an RTA no objection certificate before its licence is issued. Caliph prepares and files the application.

Overview
RTA groups everything that moves people or goods for payment, or rents out a vehicle, under commercial transport activities. The list is long. It covers car, bus, motorcycle, bicycle and e-scooter rental, taxis, luxury and tourist vehicles, school transport, cargo by light and heavy trucks, parcel and document delivery, towing, furniture removal, transport of fuel and hazardous materials, driving schools and vehicle testing or registration services.
On a Dubai mainland licence, the transport activity is added by the Department of Economy and Tourism but shows as inactive. It becomes active only when the commercial transport activity permit is issued, through the mandatory steps shown for your licence on the Invest in Dubai portal. Operating while the activity is inactive exposes the company to violations. In a free zone the order is reversed: RTA issues a no objection certificate first, and the zone then issues the licence.
Some activities stop at that permit. Others need a further approval, from another RTA agency or an outside body, before or after it. Luxury passenger transport, for example, is reviewed separately on the basis of a feasibility study and signed undertakings, and continues with registration and a contract once the traffic file is open. Caliph reads the conditions for your activity and prepares what is asked.
What RTA looks at, and how we help
The exact activity
Car rental, hourly rental, luxury transport and tourist transport sound alike but carry different conditions. We choose the activity that matches how you will earn.
Who owns and manages the company
RTA records the people behind the permit. We prepare their identity and residence documents so the details match the licence exactly.
Whether other approvals are attached
Certain activities need the agreement of another department or entity, at a stage that RTA specifies. We find this out first and plan the order.
Your traffic file
Once the licence is established the company receives a traffic file number. We check that the file reflects the final licence details.
Drivers and vehicles
Delivery and passenger activities set conditions for drivers, training and vehicles. We explain these before you hire or buy.
Changes later on
Adding an activity, changing a partner or moving needs an RTA no objection certificate before the licence is amended. We request it as part of the amendment.
What to have ready
- The trade licence showing the inactive transport activity, or the free zone initial approval
- Passport or Emirates ID copies for the owner and each partner
- Residence visas for partners who are not UAE nationals
- UAE Pass access for the owner, partner or representative who submits the request
- The transport activities you want, in their official wording
- For luxury passenger transport: a company letter, the trade name reservation and a feasibility study
- For changes to an existing licence: the current licence and the preliminary approval for the change
Conditions differ from one activity to another, and outstanding RTA fines must be settled before a change is approved. Your Caliph consultant confirms what applies to you.
How RTA approval works
We select the activity and read its conditions
Your consultant matches your plan to RTA's activity list and checks whether any other entity must approve it.
The licence application starts
On the mainland the licence is issued with the transport activity inactive. In a free zone you first obtain the zone's initial approval.
The RTA request is submitted
We complete the application with the company, activity, member and contact details, exactly as they appear on the licence documents.
Other approvals are obtained
If the activity needs another department or entity to agree, that review takes place before RTA issues its decision.
The permit or certificate is issued
After approval and payment of the RTA fee, mainland companies hold an active permit. Free zone companies receive the no objection certificate and complete the licence with their zone.
The traffic file is opened
With the licence established, the company gets its traffic file number and activity permit. We confirm the details are up to date.
Activity-specific steps follow
Where required, we continue with the registration, contract, driver permits or advertising permit that your activity calls for.
Good to know
- Delivery through online platforms and smart apps has its own RTA permit. Drivers need approved training and an RTA permit, and vehicles and motorcycles must meet set specifications.
- Putting advertising on delivery vehicles, motorcycles or boxes requires an RTA permit first. Ask before you brand a fleet.
- Food delivery boxes also have to meet Dubai Municipality's food safety requirements.
- Restaurants and cafés that want to place tables on a public pavement apply to RTA for a separate permit.
Questions people ask
Which business activities need RTA approval in Dubai?
Any commercial transport activity. That includes renting cars, buses, motorcycles, bicycles and e-scooters, passenger transport by taxi, luxury or tourist vehicle, school transport, cargo and parcel delivery, towing, furniture removal, transport of fuel or hazardous materials, driving schools and vehicle testing or registration services.
Can I start a car rental business as soon as the licence is issued?
No. On a mainland licence the car rental activity stays inactive until RTA issues the commercial transport activity permit, and operating before then can lead to violations. Once the permit is active and the traffic file is open, the company can deal with RTA for its vehicles. Your consultant gives you a timeline.
Does a free zone company need RTA approval?
Yes, if its licence includes a commercial transport activity. The company takes the zone's initial approval to RTA, obtains a no objection certificate and gives it to the zone, which then issues the licence. The details given to the zone must match the certificate. The traffic file and the permit follow afterwards.
What is a traffic file?
It is the company's record in RTA's licensing system. Vehicles, plates, permits and fines are held under its number. A new transport company receives its traffic file number and its activity permit after the trade licence has been established.
Do I need RTA approval to add a transport activity to my company?
Yes. You need an RTA no objection certificate to modify the licence. The same applies to removing an activity, changing a partner or manager, changing the trade name or location, and suspending or cancelling the licence. Outstanding RTA fines have to be settled first. Caliph handles this as part of the licence amendment.
What does a delivery company need from RTA?
Parcel, document and goods delivery are commercial transport activities, so the company needs the RTA permit. If orders come through an online platform or app, a further permit applies, with conditions for the office, the systems, the drivers and the vehicles. Drivers are trained at accredited centres and hold their own RTA permit.
