Government approvals
KHDA approval for schools, nurseries and training institutes in Dubai
The Knowledge and Human Development Authority (KHDA) regulates private education in Dubai. A private school, early childhood centre (nursery), training institute or university needs a KHDA Educational Services Permit in addition to its trade licence before it enrols anyone. Caliph prepares the application, coordinates the licensing authority and the other approvals, and follows the file to the permit.

Overview
Teaching is a regulated activity in Dubai. Whether you plan a nursery in a villa, an exam preparation centre in an office tower or a full school campus, the trade licence is only half of the approval. KHDA has to accept what you will teach, who will lead it and where it will happen, and it issues its own permit once those three points are settled.
The route depends on the type of provider. A training institute applies with its course list, receives a KHDA initial approval, finishes the commercial licence and then gets the permit. Schools and early childhood centres go through three phases: an initial approval based on an academic plan or an education and care plan, approval of the principal or centre manager, and a building readiness check with a compliance visit.
Caliph works on both tracks at once. Your consultant reserves the trade name, obtains the initial approval from the licensing authority, assembles the KHDA application and lines up the approvals from other bodies, so each stage is ready when KHDA asks for it.
How Caliph helps with KHDA
Activities matched to the right permit
Training, early childhood and school activities follow different KHDA routes. We confirm which one your plan falls under before you sign a lease.
Course file set out properly
For a training institute KHDA reviews every course. We help you present the course names, the descriptions and any certifying body approval in the form KHDA expects.
Licensing authority and KHDA in sequence
KHDA's initial approval and the commercial licence depend on each other. We keep the order right so that neither approval expires while you wait for the other.
Other approvals lined up
Schools and nurseries need papers from Dubai Municipality and Civil Defence, and from DHA when there is a clinic. We request them in time for the compliance visit.
Renewals on one calendar
The permit is renewed every year. We track it together with your trade licence so both stay valid.
What to prepare
- The trade name reservation and the initial approval from DET or the free zone authority
- Passport copies of the owners and of the proposed manager or principal
- For a training institute: a list of courses with a description of each one
- Approval from the certifying body, if you prepare learners for professional certification exams
- For a school or early childhood centre: an academic plan or an education and care plan built on a recognised curriculum
- The CV, attested qualifications and good conduct certificate of the principal or centre manager
- Premises documents: the commercial licence, plus the approved building plan or completion certificate where available
- The Civil Defence safety certificate, and a DHA clinic licence where the premises include a clinic
Courses that fall under another regulator, such as medical or cosmetic training, also need that authority's approval. Your Caliph consultant confirms what applies to you.
How the KHDA permit process runs
Define the provider type and activities
Your consultant confirms whether you are setting up a training institute, an early childhood centre or a school, and which activities go on the licence.
Reserve the name and get initial approval
The trade name reservation and the initial approval are obtained from DET or the free zone authority.
Submit the KHDA application
The file goes to KHDA with the course list or the academic plan. Mainland investors can also apply through the Invest in Dubai platform.
KHDA reviews and gives its initial approval
KHDA checks the documents, asks for amendments where needed and issues its own initial approval.
Complete the commercial licence
With KHDA's approval the trade licence is issued. Schools and nurseries also have the principal or manager approved at this stage.
Premises check and permit
For schools and early childhood centres KHDA visits to confirm the building is ready. A training institute submits its licence details. The Educational Services Permit is then issued.
Good to know
- Nurseries in Dubai are regulated by KHDA as early childhood centres.
- A new school has to plan well ahead. KHDA asks for the application at least one year before the academic year in which the school intends to open.
- Non-profit schools obtain their name reservation and initial approval from the Community Development Authority, not from the commercial licensing authority.
- Universities follow a separate KHDA route. Branch campuses of foreign universities sit in Dubai free zones, and locally accredited programmes also involve federal accreditation.
Questions people ask
Which businesses need KHDA approval in Dubai?
Private education providers: schools, early childhood centres such as nurseries, training institutes that run professional courses, and higher education institutions. If your trade licence carries an education or training activity, expect KHDA to be part of the process. Your consultant checks the exact activity wording first.
Do I need KHDA approval for a training centre in a free zone?
Yes. KHDA's training institute permit covers Dubai free zones as well as the mainland. A free zone applicant attaches the trade name reservation and the initial approval issued by the free zone authority, then submits the free zone licence details to receive the permit.
What does KHDA look at before approving a training institute?
KHDA reviews the list of courses and the description of each one. It checks that exam preparation courses have the certifying body's approval, and it asks for approval from the relevant regulator where a course falls under another authority, for example medical training approved by DHA.
How is a nursery licensed in Dubai?
A nursery is licensed as an early childhood centre. The investor submits an education and care plan for KHDA's initial approval, obtains the commercial licence, has a qualified centre manager approved, and then passes a compliance visit that confirms the building is ready. KHDA then issues the Educational Services Permit.
Can I advertise my school or nursery before the permit is issued?
Not freely. KHDA requires its approval for the advertising and marketing material of schools and early childhood centres, and a school's principal must be appointed before any promotion starts. Wait for your consultant's confirmation before you publish a website, a brochure or a social media campaign.
How often is the KHDA permit renewed?
The Educational Services Permit is valid for one year and is renewed annually. The renewal has to be requested before the permit expires, and it runs next to your trade licence renewal. Caliph keeps both dates on one schedule.
